GENERAL RULES OF PARTICIPATION AND REGULATIONS

  



1. ORGANIZATION

Festival Internazionale del Film di Roma (International Rome Film Festival) is organized by the Fondazione Cinema per Roma, which holds all the copyrights for the Festival’s name and official logo.

  

2. GOALS

The International Rome Film Festival aims at presenting the best contemporary films from around the globe, by listening to its voices and giving them the chance to be heard, with a special emphasis on proposals coming from film industries which attract our attention. At the same time the Festival creates occasions for major events and encounters with big cinema personalities, and recalls memorable moments in film history with major retrospectives. Finally, the Festival takes on the film business with an agenda packed with meetings, exchanges, and other networking opportunities.

The Artistic Director’s task is to realize these goals and tie all the Festival’s strands together to create a harmonious whole, assisted by an Experts Commission appointed by the Artistic Director herself, who charges its members with running the Festival’s individual sections.

 

3. THE DATES

The sixth edition of the Festival will be held at the Auditorium Parco della Musica and other Roman venues from October 27th  to November 4th, 2011.

 

4. THE SECTIONS

The Festival’s official programme includes:

a) Official Selection, with 14 feature films in competition and 5 films out of competition;

b) Extra, the section dedicated to long and medium-length documentaries (12 in competition), and to independent and innovative feature films exploring the new frontiers of filmmaking, with experimental narrative, styles and formats. The crowd-pleasing Q&A sessions with film personalities and retrospectives are an additional programme-enriching feature;

c) Alice nella Città, the section devoted to youth-oriented cinema, divided into ages 8 to 12 (7 films in competition) and 13 to 17 (7 films in competition);

d) Focus, the section that presents films from specific countries along with the cultures behind them or major topics that attract worldwide interest, in close collaboration with the President of the Festival and the Managing Director, especially with regard to retrospectives and arts-related events. In 2011 Focus turns its spotlight on the United Kingdom (Great Britain and Northern Ireland);

e) Special Events, the section that features 6 special events arranged under the supervision of the Artistic Director, in collaboration with the President and the Managing Director, where other art forms are involved, such as art exhibitions, concerts, installations, and live performances.

 

5. OTHER ACTIVITIES

Special occasions for Festival audiences and film professionals to meet leading personalities of Italian and international cinema may be arranged on the Artistic Director’s initiative and with the possible involvement of the experts commission. Other debates and encounters may be added to highlight particular aspects of filmmaking: its techniques, stars, schools, and its evolution in general.

 

6. THE BUSINESS STREET

An important feature of the Festival programme is the The Business Street, which, under the helm of its own Director, will be held at a variety of locations, in close collaboration with the leading organizations in the Italian film industry. In parallel, further exchanges between producers and directors in order to co-produce new films may be arranged within the framework of the New Cinema Network.

The Business Street and the New Cinema Network operate according to their own regulations, which are published separately on the festival website www.romacinemafest.org.

 

7. JURIES AND AWARDS

7.1 Marc’Aurelio - International Jury Award

An International Jury composed of maximum seven film personalities and other cultural figures, excluding any person involved in any capacity on the production of the works in competition, will assign the following awards to the films competing in the Official Selection: the Marc’Aurelio Award for Best Film, two Marc’Aurelios for Best Actor and Best Actress, and the Marc’Aurelio Grand Jury Award according to criteria to be determined. The jury may also assign two additional Special Awards, the selection criteria for which are currently under consideration.

7.2 Marc’Aurelio – Alice nella Città

The two prizes for Best Film in the Festival’s youth-oriented section, the Marc’Aurelio – Alice nella Città Awards, will be voted for by two juries, one composed of children under 12 and the other by youngsters aged 13 to 17. Each prize carries a cash grant of €10,000, to be split equally between the film’s director and its majority producer. Special Mentions may be added.

7.3 Marc’Aurelio – Best Documentary

Documentaries in competition in the Extra Section will be eligible for the Marc’Aurelio Extra Award for Best Documentary, assigned by an international jury of maximum five documentary filmmakers. The prize carries a cash grant of €10,000, to be split equally between the film’s director and its majority producer.

7.4 Marc’Aurelio Acting Award and other prizes

Every year the Marc’Aurelio Acting Award is bestowed on an illustrious, world-renowned performer whose outstanding career has made him or her an integral part of the culture and the collective imagination of every country in the world. Further Marc’Aurelio awards may be created to honour the careers of illustrious figures from Italian as well as international cinema, and/or to highlight a film taking part in the Festival’s sixth edition which exhibits a distinctive originality and novelty in its approach to filmmaking.

7.5 Audience Award

One film in competition in the Official Selection will be honored with the Audience Award for Best Film, and will be chosen by all festivalgoers attending screenings by means of an electronic voting system. The Marc’Aurelio Audience award for Best Film carries a cash grant of €40,000 to be split equally between the director of the winning film and its majority producer.

 



8. GENERAL RULES OF PARTICIPATION

8.1 Eligibility conditions

Only films completed after November 15th, 2010, will be eligible for selection.

Films eligible for the Official Selection (Competition and Out of Competition) must be feature films that are unreleased, except in their country of origin. They must not have been broadcast on television (even partially), shown on the Internet or through any other channels or forms of transmission. The Festival’s Artistic Director may decide to make exceptions for films that have taken part in festivals outside of Europe, except for Italian films, which must have their world premiere at the International Rome Film Festival.

In any case, priority will be given to world premieres.

Films presented in the Extra section must not have been released in Europe or screened publicly, except in their country of origin. In any case, priority will be given to international or world premieres.

Films selected for Alicenella Città section must not have been released in Europe or screened publicly, except in their country of origin. In any case, priority will be given to international or world premieres.

Films with a running time of 50 minutes or less are not admitted.

At the discretion of the Artistic Direction, only in special cases there can be exceptions to the conditions of admission mentioned above.

8.2 Screening formats

For the films selected the following screening formats will be accepted: 35mm, 2K D-Cinema, e-Cinema (Beta SP, DigiBeta PAL/NTSC, HDCAM, HD-CAM SR).

With the exception of 35mm film and 2K D-Cinema supports, while for all the other supports, that is Beta SP, Digital Beta and HDCam, Fondazione Cinema per Roma has reserved the right to decide, according to the organisational requirements, to transfer them to hard drive by normal ingest procedures.

In order to be eligible for selection, two DVD screeners of the film, or one copy on 35mm, must reach the  address of the Fondazione Cinema per Roma by Friday, August 5th.

8.3 Selection procedures

The Artistic Director of the International Rome Film Festival will be assisted by a commission of experts in the selection process of the films submitted.

The final selection of films will be at the sole discretion of the Artistic Director and the members of the above-mentioned commission, all of whom also reserve for themselves the right to decide in which section the films will be screened, as well as the scheduling of the sections.

 

9. SUBMISSION OF FILMS

9.1 Deadline for submitting films

All films that reach the Festival headquarters no later than Friday, August 5th, 2011, will be considered for selection.

9.2 Required materials for selection

The submitters of the film must present the following no later than Friday, August 5th:

a)       A signed, completed pre-selection form, which can be found on the festival website www.romacinemafest.org;

b)       Two DVD screeners of the film or a 35mm print, which must reach the address of the Fondazione Cinema per Roma no later than Friday, August 5th. Every film submitted must be in the original language with English subtitles, except for films in Italian, for which subtitles are not required. Whether the film submitted for selection is in 35mm format or on DVD, the shipping expenses will be entirely borne by the submitter, as will any applicable customs charges for films coming from non-E.U. countries.

c)       Proof of online payment of the entry fee.



The representation made by the party who has signed the pre-selection form exempts the Fondazione from any obligation to verify whether the party is entitled or not to submit the film; therefore the submission shall be deemed as valid, and the Fondazione shall not incur any liability in connection therewith.

The submission of the pre-selection form constitutes the submitter’s full and unconditional acceptance of the terms of the present regulations.

For all communications regarding the film, both verbal and/or written, the Fondazione Cinema per Roma shall consider the party who submitted the film as the direct representative for the film.

9.3 Return of material submitted for selection

The screeners for the works submitted will not be returned unless they are accompanied by a subscription number of an express carrier; otherwise they will become part of the Festival archives, to be used only for consultation and documentation.

9.4 Admission fees

For every film submitted for selection, as certified in accordance with the procedure described in article 9.2 above, there is an entry fee of € 30,00 (thirty) to cover processing costs, which must be paid before the film itself is sent. If this fee is not paid by Friday, August 5th, the Fondazione will not proceed to consider the film for selection, even if it has been submitted and received. In the event the Fondazione Cinema per Roma does not receive a film submission at the address of the Fondazione Cinema per Roma, this charge will not be refunded.

9.5 Forms of payment

Payment of the entry fee must be made online - upon submission - by using a credit card at following website: http://filmpayment.romacinemafest.org, clearly specifying the film ID (Identification number).

Any other form of payment can be arranged by special request to the email address filmpayment@romacinemafest.org

9.6 Acceptance of the regulations

The submission of a film in accordance with the procedure described above in article 9.2, section b, constitutes full and unconditional acceptance on the part of the submitter of the Artistic Director‘s decisions regarding the selection of the film and its inclusion in the official sections of the program. In the event of a disagreement, the Artistic Director‘s decision is final. The entry form, freely signed, will be taken as a document that attests to the submitter’s unconstrained acceptance of the festival regulations and his/her adherence to the event. Should any dispute arise regarding the interpretation of an article in these regulations, their original Italian version is binding.





10. INVITED FILMS

10.1 Entry form

Films selected to participate in the Festival will receive an entry form that must be filled in, signed and returned no later than Wednesday, August 31st, 2011.

10.2 Acceptance of the invitation

The receipt of the entry form by the International Rome Film Festival implies the acceptance of the invitation, which will be considered definitive and irrevocable, and will be taken by the Fondazione as consent for the film’s inclusion in the programme and screening at the event.

Subsequent to a film’s selection, should the film, for any reason, no longer satisfy the conditions for its participation in the Festival as per article 8.1, the Fondazione reserves the right to withdraw the film selected from the programme; moreover, should such film already be on the programme, it will not be screened at the event.

In the event that a submitter accepts the Festival’s invitation to screen his or her film, but subsequently refuses to send the copy of the film and all materials required for its screening, the Fondazione reserves the right to quantify and claim for damages incurred.

10.3 Programme

The invitation of a film must remain absolutely confidential until the programme of the Festival has been officially announced, or the invitation will be withdrawn and the film excluded from the selection.

Acceptance of the invitation by the submitter entails the commitment to allow at least four public screenings of the film at no cost (professional and industry screenings are not counted), and also the commitment not to withdraw the film once the invitation has been accepted.

Programming and scheduling are at the sole discretion of the Artistic Director.

10.4 Film prints

The submitters of the films selected must send 2 prints of the original version no later than Friday, October 7th, with English subtitles (English subtitles for Italian films).

Copies of films sent in a Digital Cinema Package format must strictly comply with DCI directives and recorded on hard disks formatted in the NTFS and EXT3 formats only. For the DCP format an additional KDM is required for the technical test. The login window will have to last for at least 48 hours, to be used 7 days before the date of the official screening.

If you choose to screen the copy in a DCP format, you are required to send a back-up copy in another format to the Festival headquarters.

In the event a submitter does not meet this deadline (to send two prints of the original version), the Fondazione reserves the right to quantify and claim for damages incurred for each day of delay.

Moreover, should the copies of the original version not reach the Fondazione by October 10th, the Fondazione reserves the right to withdraw the film from the programme and consequently cancel its screening at the event; in addition, the Fondazione reserves the right to quantify and claim for overall damages incurred.

Submitters must also provide a DVD of the final cut in the original language due to the requirements of the electronic subtitling.

If the copy to be screened is not in perfect condition, the Festival may refuse to present it.

10.5 Language and subtitles

The copies of the films selected must be in the original language with English subtitles.

All expenses for translation and electronic subtitling in Italian of works presented in the main sections will be borne by the Festival, unless the submitter specifically requests otherwise.

All films invited must be able to guarantee the Festival, by Friday, October 7th, a copy of the spotting list as well as a faithful copy of the final cut in DVD format, due to the requirements of the electronic subtitling.

Moreover, in the event the materials required for translation and electronic subtitling do not reach the Fondazione 15 days before the scheduled screening, the Fondazione reserves the right to request for the reimbursement of the additional expenses incurred due to the delay.

10.6 Hospitality

The feature films selected will be represented at the Festival by a delegation comprising the majority producer, the director, and one of the leading actors. The Festival undertakes to provide bed & breakfast accommodations for two nights to the members of European delegations and three nights for non-European delegations.

10.7 Catalogue

All the material required for the Festival catalogue and promotion of the film (synopsis, cast and crew list, biography and filmography of director, photographs of director and actors and b/w and colour stills from the film, and a brief director’s note on the film) must be sent to the Programming Office at Festival headquarters as soon as possible, and in any case no later than Saturday, September 3rd.

All promotional materials, photos, and spotting list will be shipped at the submitter’s expense (including any applicable customs charges) and will become part of the Festival archives; the Festival acquires them and considers them free from any rights for consultation and editorial and promotional use within the framework of the sixth edition of the International Rome Film Festival.

10.8 Promotional material for the press

In order to best promote the films featured in all sections on the various television channels, submitters are invited to provide the Festival, along with all other material, with clips and official trailers for the films selected (Beta screeners) by Monday 19th September. In accordance with international regulations in this area, only these materials will be delivered to the television channels by the Festival.

In particular, the submitters of the films selected must provide the printed version of the official pressbook in Italian and in English (maximum 1500 copies in Italian and 1000 in English), as well as copies (minimum 25) of clips/trailers/teasers for accredited television channels, in DVD (free zone or zone 2), Mini DV or Beta SP Pal, in both original version and Italian (if it exists).

At the end of the festival, all the unused advertising material previously sent can be returned to you, upon request to the Festival’s press office (press@romacinemafest.org) by Monday, December 5. The Fondazione Cinema per Roma takes no responsibility for the advertising material requested after December 5.

10.9 Official logo

Acceptance of the Festival’s invitation of a film to take part in the event obligates the submitter to display the Festival’s official logo, designed and provided by the Festival, on all advertising materials for the promotion of the film (posters, press kits, trailers, opening credits, official website), as well as on the copies that will be presented at the Festival and circulate in theatres. If this obligation is not met, the Fondazione reserves the right to quantify and claim for damages incurred for every type of promotional material which has failed to display the logo.

Moreover, all promotional material accompanying the release of films that have won awards at the Festival is strictly required to indicate the award won, using the official graphics provided by the Festival itself. Should the promotional material fail to indicate the award as above, the Fondazione reserves the right to quantify and claim for damages incurred in connection with any case of proved failure to indicate the award for every type of promotional material.

The complete and definitive graphics for the above-mentioned materials should be sent for verification and approval to the Festival’s Communications Office - communication@romacinemafest.org.

10.10 Waiver Agreement

Each participant hereby acknowledges that the International Rome Film Festival shall host accredited televisions and other media partners who will make television and radio recordings - thus agreeing to participate in the Festival. By signing the present regulations each party recognizes that media partners are entitled to make any kind of filming even in the presence of sponsor brands and transfers the rights to broadcast any footage free, thus allowing such media partners to use recordings according to their needs, even with advertising breaks, and give them to third parties.

 

11. SHIPPING AND INSURANCE

11.1 Shipping costs for films

Shipping costs (delivery and return) must be borne by the submitter, including any customs charges. All the films coming from outside Europe must be addressed to the international shipping agent indicated by the Festival. Their insurance will be covered by the Festival only while they are on Festival premises or on the premises of the Festival’s shipping agent.

11.2 Shipping of promotional material

Shipping costs for the delivery of promotional, informative, and photographical material regarding films (including any customs charges for deliveries from non-European countries) must be borne by the submitters of the film. Promotional material will not be returned.

11.3 Insurance

Insurance costs for the delivery and the return of the films and printed material will be borne by the submitters of the film.

The Fondazione Cinema per Roma provides insurance coverage for the entire period during which the prints are in the care of the Festival. Should a print be damaged while in the care of the Festival, the Festival must be notified no later than November 30th, 2011. The insurance value of each film may not in any case exceed the amount of €5,000. The Festival shall adopt all anti-piracy measures in effect at the main international film festivals.

11.4 Addresses

All copies of films for the official screening as well as all advertising material for films invited to the Festival must reach the Festival at its official address:

Prints of films in 35mm coming from countries that are not part of the European Union must be sent to the Festival’s international shipping agent so that the necessary procedures for temporary importation may be carried out.

 

12. FINAL REGULATIONS

12.1 Any cases that should arise which are not covered by the present regulations are at the discretion of the Fondazione.

12.2 In case of dispute, the Italian version of the present regulations shall prevail.

 

DATA PRIVACY STATEMENT UNDER LEGISLATIVE DECREE NO. 196 OF 30 JUNE 2003 (ITALY'S "DATAPROTECTION CODE")

Under Sec. 13 of Legislative Decree 196/2003, the Fondazione Cinema per Roma informs you of the following:

1. Uses of Personal Data

•The data you provide may be processed for the following purposes:

•To allow, even indirectly, the International Rome Film Festival to conduct its activities: that is, to pursue aims that are related, connected or attendant upon participation in the International Rome Film Festival, particularly with regard to the selection process and the Artistic Director’s choice of the films that will take part in the International Rome Film Festival;

•For all the purposes described in the General Regulations.

2. Provision of Personal Data

Provision of a part of your personal data is voluntary. Compulsory data are marked with an asterisk. Failure to complete the sections of the entry form reserved for compulsory data will bar you from submitting your film and consequently participating in the International Rome Film Festival, precluding you from the opportunities that participation entails.

3. Processing of Personal Data

Data will be processed mainly by electronic means, and on paper should the need arise, in accordance with the uses described in section 1. of the present data privacy statement as well as those described in the General Regulations; in any case, your personal data will be processed fairly, lawfully and transparently.

4. Disclosure and Publishing of Personal Data

The data may be disclosed in order to fulfill legal obligations or upon request from law enforcement officers or administrative or judicial authorities. In the event your film is selected to take part in the International Rome Film Festival, the personal data obtained may be published more widely, by means of any kind of media source, for illustrative purposes and not exhaustively they may be published on the Fondazione Cinema per Roma website, in the press, in the Film Festival catalogue and/or in other catalogues or lists connected with the Film Festival’s various initiatives, in order to achieve the aims defined in the International Rome Film Festival General Regulations as well as in section 1. of the present data privacy statement.

5. Data Processors

The data processors are those persons charged with festival programming, hospitality and communications by the Fondazione Cinema per Roma.

6. Rights of the Data Subject

According to the current legislation on the protection of personal data, under Sec. 7 of Legislative Decree no. 196 of 30 June 2003 (Italy’s "Data Protection Code"):



1.
A data subject shall have the right to obtain confirmation as to whether or not personal data concerning him/her exists, regardless of their being already recorded, and communication of such data in intelligible form.





2.
A data subject shall have the right to be informed:

a) of the source of the personal data;

b) of the purposes and methods of the processing;

c) of the logic applied to the processing, if the latter is carried out with the aid of electronic means;

d) of the identification data concerning data controller, data processors and the representative designated as per Section 5 (2);

e) of the entities or categories of entity to whom or to which the personal data may be communicated and who or which may come to know said data in their capacity as designated representative(s) in the State’s territory, data processor(s) or person(s) in charge of the processing.



3.
A data subject shall have the right to obtain:

a) updating, rectification, or when interested therein, integration of the data;

b) erasure, anonymisation, or blocking of data that have been processed unlawfully, including data whose retention is unnecessary for the purposes for which they have been collected or subsequently processed;

c) certification to the effect that the operations as per paragraphs a) and b) have been notified, as also related to their contents, to the entities to whom or which the data were disclosed or published, unless this requirement proves impossible or involves a manifestly disproportionate effort compared with the right that has to be protected.



4.
A data subject shall have the right to object, in whole or in part:

a) on legitimate grounds, to the processing of personal data concerning him/her, even though they are relevant to the purpose of the collection;

b) to the processing of personal data concerning him/her, where it is carried out for the purpose of sending advertising materials or direct selling or else for the performance of market or commercial communication surveys.

7. Exercise of Rights and Data Controller

The rights under Sec. 7 of Legislative Decree no. 196 of 30 June 2003 may be exercised by means of written request by certified mail addressed to the data controller or by e-mail to this e-mail address: info@romacinemafest.org
